[DOC] Where's the LogLevel description?

Until now, nobody has written a documentation section about the LogLevel
directive yet... But in Lars' documentation update (in
upgrading_to_1_3.html), it is already referenced as a (broken) link to
<a href="mod/core.html#loglevel">

Anybody bother to write down a few lines?
