unable to create deployment, KVM ACS 4.2.1

Hi,
my cluster made up of KVM hypervisors lost power, now I can't get two 
VMs to start. I was able to start VRs OK but VMs not starting. "unable 
to create a deployment for VM[User|sap2}

com.cloud.exception.InsufficientServerCapacityException: Unable to 
create a deployment for VM[User|sap2]Scope=interface 
com.cloud.dc.DataCenter; id=1
2014-12-10 05:57:02,669 DEBUG [cloud.async.AsyncJobManagerImpl]

Alas the answer still eludes me.

What is special about the Windows VMs? What kind of storage are you using for them, anything different from the others? Are your system VMs up?

here is the log file, I have about 4 windows machines none won't start. but
