    Description: 
* Partition count can't change for an existing table
* Features like Data Streamer need partition count to initialize per-partition buffers

Currently, we retrieve full partition assignment while we only need the count, which delays streamer readiness and causes unnecessary network requests.
Cache partition count to speed up streamer initialization.
