[ANNOUNCE] Apache Airflow Upgrade Check 1.4.0 released

Dear Airflow community,

I am pleased to announce that *apache-airflow-upgrade-check 1.4.0* has just
been released.

This powers the `airflow upgrade_check` to make upgrading to Airflow >= 2.0
easier.
