when vm is in error state DestroyVMCmd throwing NPE

Step to reproduce
--------------------------
1-set GP "pool.storage.allocated.capacity.disablethreshold" to some low value;
2-Try to deploy a vm
3-vm deploy will fail because of step 1 , and vm will go in error state
