[I] [Docs] Broken link to Swift page in implementations.rst [arrow]

   ### Describe the bug, including details regarding any error messages, version, and platform.
   
   The Swift documentation link in [[`docs/source/implementations.rst`](https://github.com/apache/arrow/blob/main/docs/source/implementations.rst)](https://github.com/apache/arrow/blob/235841d644d5454f7067c44f580f301446ba1cc0/docs/source/implementations.rst?plain=1#L124) returns a 404 error.
