2. Update snapshot of cordova-app-hello-world within create template (if its changed since previous release)
3. Run Apache RAT
4. Look through all open JIRA bugs targeted at the current version and either fix or postpone them.
5. Test (refer to http://wiki.apache.org/cordova/CuttingReleases#What_to_Test)
6. Tag (via coho)
