[ALL] Which license-header.txt File?
What license header file should we be using? The one Commons Proxy
currently has looks like this:

But, the one included with Commons BeanUtils looks like this:

I realize that it's just line break changes, but shouldn't we all be
using the same one?

That would be optimal IMO. They all changed about a year ago when the
policy changed to not include the copyright notice. I have a feeling
Henri used a tool on commons "proper" - so hopefully they are all the
same. Anyway looks like proxy needs fixing for that (and the
NOTICE.txt file)
