Apache RAT plugin and .gitattributes
It looks like the Apache RAT plugin tries to validate the
.gitattributes file (in contrast to excluding .gitignore).
Is that an issue to be fixed or documented?

Looking into the relevant sources [1], I notice, that the
.gitattributes file must be added explicitly by changing the source
code. So, a bug report would help. On the other hand, there already is
one [2].
