in RpcClient in non-secure env

-----------------------------------------------------------------
[~bharat] with persistent connections (https://issues.apache.org/jira/browse/HDDS-5881) this would not be as impactful and if we want to piggy back OM protocol discovery as part of GetServiceInfo it might make sense to keep it in secure and non secure environments.

> Right now getServiceInfo is used only for the secure clusters to getCaCert in RpcClient.
> This will help to save one RpcCall in non-secure cluster where we don't need getCaCert.
> Call getServiceInfo only on a secure cluster, and skip calling getServiceInfo on a non-secure cluster.
