[FLINK-40727][tests] Re-enable SSL in test_file_sink to verify the hostname-verification fix

FLINK-39002 disabled it after Netty 4.2 (FLINK-38912) started enforcing
hostname verification by default, one week after that upgrade landed.
Forcing static OpenSSL linkage (the exact case FLINK-39002 reported)
to test whether this PR's internal-SSL hostname-verification fix
resolves it, instead of the original 50/50 dynamic/static randomization.
