Steps to reproduce:
===========================
1) Deploy a vm
2) Put the Storage the vm's volumes are located, into maintenance mode. 
3) The vm gets stopped.
4) Once the Maintenance operation is completed, detach root volume from the vm.
5) CancelMaintenance for the host.

As a part of cancelMaintenance, all the vms that were stopped as a part of enableMaintenance, get restarted again.

Bug: we shouldn't attempt to restart the vm having no root volumes
