Step to reproduce
1) Open a folder that contain .csv files
2) Open a some .csv file (should be apeared the import text dialog, click OK)
3) Open a folder that contain .csv files
4) Open another .csv file
After step 4, no action, the Import text dialog does not appear. You must click
on the openoffice calc icon on the task bar to the import text dialog box
appears.

It's bad behavior! It's appears not sometimes, but always! When I open the
second file (step 4), I expect that that appears a import text dialog. But he
did not appear until I would click self on the calc icon in taskbar.

I've followed your steps. And,yes, sometimes the Text-Import dialog box appears
in a different taskbar. Though, I've put it as trivial so far.
But,maybe I misunderstand something. I want you to come back with more comments
