fix: apply formatting and silence sbt plugin warning

Motivation:
The Scala 3.8.4 PR was blocked by formatting, and CI reported an unused parameter warning in the Scala 2 sbt plugin compatibility source.

Modification:
Apply scalafmt output and mark the Scala 2 fileConverter compatibility parameter with nowarn.

Result:
checkCodeStyle and sbt-plugin / Compile / compile pass locally.
