Currently when a LIST API call comes in, the actual work done is done in the OCP. For this action it is unnecessary to go to the OCP for processing this request. We can process it immediately in the Collections Handler which reduces the load on the Overseer node.

Currently REQUESTSTATUS also does the same thing.
