doc work update

I think I should update you with the big picture of what I have been doing
in the doc. I am pretty much done with the dev doc, and have worked the past
few days in the design doc. A big chunk of this work has been to integrate
Keiron's excellent "understanding" documents with the other design
documents. The goal is to eliminate duplication and to reduce the number of
places one would need to look to follow the design. I'm not eliminating
content, just moving it around, condensing duplication, and hopefully
improving the flow. This is still very much a work-in-progress, and there
are definitely some rough edges that I will try to smooth in the next few
days.

I also added a "Doc Mgmt" link to the "Development" tab that outlines the
process of creating content and getting it published (it won't be "live" for
about another hour). There was some concern at one time about how much of
this info should be made available to "the world". Since the information was
available in the repository anyway, and since there are no great secrets
there, I decided it was in our best interest to make it easily accessible,
not only to new developers that we hope to create, but to our existing
developers as well. If you disagree, please let me know.
