Releasing 2.4

It's been almost a month since 2.3 and we already have a nice little batch
of changes for 2.4.

In particular, the 1.2 compatibility fixes to NDC pop() and peek() would be
good to push out ASAP.

Thoughts?

I would prefer to find some time to work on some issues instead of spending that on doing a release.  But no later than the end of June.
