Hi,

Could someone fix https://builds.apache.org/job/maven-wagon-windows/

It is failing for quite some time. Reason:
The process cannot access the file because it is being used by another  
process.
(I've disabled the job to stop it from spamming)

If you can identify the root cause and it is the project itself let us  
know: maybe we need to update our project.
