Fun fact: git tags are technically immutable. If you change the tag, clients will refuse to pull it:

It would be safe to drop the force push from this as long as we only run it on branches that don't get force pushes. (master for example.)

@pabloem You were right, that first change just made things worse. git tags are immutable, so that is why wheels was force pushing. If the master branch didn't have force push protection enabled we'd end up dropping commits if they raced with the nightly, so I don't feel safe going back to the previous behavior.
