This is normally called "IPv6 Mixed Notation"
Microsoft calls this IPv6 "Trailing dotted decimal notation"
It seems to trigger a rule made for IPv4 addresses and fails.

As far as I can tell, RCVD_ILLEGAL_IP does not exist in 3.3.1, and in 3.2.5 it
only looks at IPV4 addresses.

I thought that "mixed notation" (an IPv4 address inside an IPv6 address) was
legal only for those IPv4's in ::/80 (i.e. ::/96 [deprecated] and
::FFFF:0:0/96). Therefore, the rule is valid.
"fe80::1983:5370:232.255.92.69" is not a valid IPv6 address of any sort.
References: RFC 5952, Section 5, and older: RFC 4291, Section 2.5.5.
