This new feature is a Python API for management console access.  It is compatible with the Qpid Management Framework (QMF) implemented in the C++ broker on the SVN trunk.

The API is almost complete.  It does not yet support remote agents (it manages the broker only), but this will be fixed by tomorrow.

The intent is to document and support this interface.  Any and all review would be greatly appreciated.  I will write up a synopsis of its use on the Wiki.
