Once all the gating conditions are met for an instance execution, the instance should be handed off to a component that takes care of submitting it to Oozie based on various factors:
1. No. of parallel instances allowed
2. Priority of a given entity/pipeline.
3. Capacity of the queue on which the workflow is to be scheduled.
4. Back log processing.
