Release announcement

Hi guys,

Following up on our 1.2, I think it'd be nice to post a release announcement
here and there (and on announce@apache.org first of all). Here is what I
came up with:

I've tried my best marketing talk which is probably not that great (lacking
some "SOA governance" or "production-ready"), so improvements and edits are
definitely welcome. I'd like to start sending it here and there maybe
tonight or tomorrow morning.
