{{{}org.codehaus.mojo{}}}.{{{}xmlbeans-maven-plugin is not owned by Apache - you will need to talk to the maintainers of that plugin.{}}}
Apache POI/XMLBeans added their own plugin but only after XMLBeans 5.0.0. I am sorry to hear your org won't let you use version 5.0.0 but we can't help if you won't switch.
