When rebalancing resources, each resource is balanced one at a time. Sometimes its useful to reason about placement of a group of resources simultaneously. For example, if a system desires to colocate corresponding partitions of a set of resources so that they reside on the same nodes, the rebalancer can look at that set as one group to decide the right transitions to make. The same feature could be used to de-cluster (make sure they are on different nodes) partitions of resources in a set.
