[PR] nvic: Fix build for c++ [mynewt-core]

kasjer opened a new pull request, #3704:

   mynewt_nvic.h did not have usual extern "C"
   block for C++ build.
   
   iterator change from int to size_t to prevent
   warning about sign/unsigned mismatch
