   ### Before Creating the Bug Report

   - [x] I found a bug, not just asking a question, which should be created in [GitHub Discussions](https://github.com/apache/rocketmq/discussions).

   - [x] I have searched the [GitHub Issues](https://github.com/apache/rocketmq/issues) and [GitHub Discussions](https://github.com/apache/rocketmq/discussions) of this repository and believe that this is not a duplicate.

   - [x] I have confirmed that this bug belongs to the current repository, not other repositories of RocketMQ.

   ### Runtime platform environment

   Debian 8.3.0

   ### RocketMQ version

   5.3.0|5.3.1|5.3.2|5.3.3

   ### JDK Version

   jdk8

   ### Describe the Bug

#8549 fix getEarliestMessageTime compatible with standard IPv6 addresses using `NetworkUtil.validCommonInet6Address` to valid ipv6 address. but brokerip1 default get by `NetworkUtil.getLocalAddress()` which returns bracketed IPv6 addresses (e.g., `[2001:db8::1]`) that may include Linux-specific scope IDs (e.g., `[fe80::1%eth0]`). so we need a more common function to valid ipv6 address

   ### Steps to Reproduce

   In RocketMQ 5.3.3
   1. when the `brokerIP1` configuration is not explicitly set, the broker automatically derives this value via `NetworkUtil.getLocalAddress()` and the value will fill with '[]'.
   2. exec admin clusterList in nameserver, you will see that

   3. and in broker remoting log

   ### What Did You Expect to See?

exec clusterlist admin command not throw exception
