More accurately, FORGED_GW05_RCVD and FORGED_AOL_RCVD have score 0 in score sets
0 and 1 (and FORGED_AOL_RCVD in 3). I assume this was done because hit rates are
so very low. 

The scores for FORGED_GW05_RCVD may be in error -- based on the stats I see, I
suspect instead of 
> score FORGED_GW05_RCVD 0 0 1.495 1.697
maybe what was intended was
> score FORGED_GW05_RCVD 0 1.495 1.697 0

Regardless, if these rules are forced to zero in some score sets, then
CONFIRMED_FORGED and MULTI_FORGED are artificially reduced in power in those
score sets (however slightly). 

I don't think this causes any problem (hence I'm dropping severity to minor),
but I agree with Daniel that perhaps these rules should be given at least a
0.001 score in those zeroed score sets, to better empower CONFIRMED_FORGED and
MULTI_FORGED.
