On win32, binaries are the predominant way of installing, so I think it's 
more suited to have them separate.

so what? just put the binaries info first in the chapter. notice that 
I've suggested to call the chapter "install", so even if you install 
binaries you still *install* them :)

having less chapters dealing with the same thing will make it easier to 
cross-reference. e.g. linking from the main install.pod to 
os/win32/install.pod. it also keeps the mapping 1:1.
