Does anyone know if there will be a new mailing list for Struts 2.0?

It comes up for discussion now and then, but there are no plans that I
know of.  Personally, I expect Struts 2 traffic to take over this
list. :)

I'd encourage a tagging policy of [s1] and [s2] in the subject lines,
to help people filter by version.

No, AFAIK this is the one. Many use prefixes to email subjects, eg.
[Struts2] or [S2] for Struts 2.0.
