Due to DDoS attack, Apache infra deprecates .cgi scripts and uses .lua for now.

We can still access to closer.cgi, but it doesn't link actual file now.
You can compare below, 

* cgi: http://www.apache.org/dyn/closer.cgi/storm/apache-storm-0.10.0-beta1/apache-storm-0.10.0-beta1.tar.gz
* lua: http://www.apache.org/dyn/closer.lua/storm/apache-storm-0.10.0-beta1/apache-storm-0.10.0-beta1.tar.gz

With cgi, it just links top page of mirror site, which means user should find storm packaged files with several clicks.

We should fix it ASAP and update TLP site.
