Reflect current usage - fix lint errors

Reflect currect usage.	Most scores lowered, but meta-rules raise
"spammy" combinations to previous levels or higher.
 
Unfortunately includes both URIBL and SURBL [xs} rules are scored
(by default) at less than the values recommended by each organization.

The lowering of scores plus the meta rules should reduce to near 
zero FPs on most "free' mail services.	Also, some rules may not 
be appropriate for some locales (e.g. the TLD rfci checks).

All "lint" errors corrected.

Please, please, even though this is a single bug report, do show 
the individual results whenever the next mass check is run.
