[ANNOUNCE] Apache Commons Text moved to proper

Hello,

The Apache Commons community has decided to move the Apache Commons Text component to proper. Apache Commons Text is a library focused on algorithms working on strings.

There has, of late, been an increasing interest in moving text processing algorithms in to a component unto itself as to accommodate those doing string and text processing of substance as well as to help commons-lang remain focused on being a substantive minimal extension of java.lang.

As we already have an autonomous git repository, the repository location will not change with the location being:
https://git-wip-us.apache.org/repos/asf?p=commons-text.git <https://git-wip-us.apache.org/repos/asf?p=commons-text.git>

or for browsing:
https://github.com/apache/commons-text <https://github.com/apache/commons-text>

The new location of the website is:
http://commons.apache.org/proper/commons-text <http://commons.apache.org/proper/commons-text>
