Environment: Unix.

Description:
jar:deploy-snapshot should chmod -R a+rx the repository directory.  For example, say you've got this on your repository:

/maven
  /some-plugin
    /jars
      /some-plugin-1.0.jar

It should do a chmod -R a+rx inside /maven.
