We use {{InitialDelayedJoin}} when a group is empty for the purpose of [KIP-134| https://cwiki.apache.org/confluence/display/KAFKA/KIP-134%3A+Delay+initial+consumer+group+rebalance]. However, the logic only kicks in if the generation is 0, which is not necessarily the case when the group is empty. When all members in the group depart, we bump up the generation and write an entry to the log with the state set to empty; we do not reset the generation to 0.
