Nope it's not a linux specific problem.  It's an apache
problem.  It's just like I described:  if there's an
error opening the referer_log it doesn't appear to be
logged in the error_log before the thing bails.  This
may be fixed in 1.3b8-dev by Ralf's recent patch which
cleaned up a few perror()s turning them into
ap_log_error()s.
