It's been a while with no response to this. Sean, were you able to resolve this
problem?  It seems like it was either a classpath issue, or perhaps a problem
with the way ClassLoader loads resources.

For now, I'm closing the bug.  If you still think it's a Xerces issue, let us
know and we can re-open it.
