   We have more and more crates to publish, and maintaining them in publish.yml is error prone due to the complex depedency graph.
   
   ### Describe the solution you'd like
   
   Use `cargo publish --workspace` to publish crates, and mark non publishing crates
   
   ### Willingness to contribute
   
   None
