I'm sorry I lead you into this but it seems the NOTICE files are to be kept to the bare minimum, see

I suggest we move all the acknowledgements that are not explicitly required to a separate file (ACKNOWLEDGEMENTS or CREDITS or something like that).  Of course we need to double check what is required and what is not.

I followed this thread when it was going on - it got extremely pedantic. From my understanding our notice should contain only the lines:

Apache Lucene.Net
Copyright 2006-2012 The Apache Software Foundation

This product includes software developed by
The Apache Software Foundation (http://www.apache.org/).

Then the rest we can move to an ACKNOWLEDGEMENTS.txt file - is that also your understanding Stefan? (The best practice's link is very deceptive in that is says there are 3 things that should be in the notice - which links that go off in other directions)
