First of all, it's not a service, it's a unix daemon and therefore not
supposed to be run as a Windows service. You encountered this error because
Windows doesn't support POSIX signals (see
https://issues.apache.org/SpamAssassin/show_bug.cgi?id=6377). Some other
Windows related problems are documented in bug 6375 and 6376.

Specific information on how to build spamd can be found on this how to,
you'll also find a patch file with all the necessary changes for running
spamd:

Instead of building your own you may use a precompiled version. It doesn't
provide all of the optional modules (yet) but is much more easy to handle
(download, unzip, run sa-update, have fun):
