pom change

as proposed, the v4 pom has been completely modified and cleaned up.

See the 3 JIRA tasks I am currently marked as working on in JIRA for 
more information.

I'll commit tomorrow after all tests are passing.

For your own projects, build and run the JAR in 
maven-components/sandbox/pom-pre-alpha-converter: it will backup each 
pom and convert it (use -reverse to put back the backup if there is an 
issue).
