Tuscany fails to deal with ConstrainingType attribute settings

The OASIS Assembly model specification describes ConstrainingType and lays down a series of normative requirements on an SCA runtime relating to ConstrainingType.  These constraints are tested by the OASIS SCA Assembly testcases in the 7xxx range such as Test_ASM_7001.

Tuscany currently fails all these tests as it seems not to enforce the requirements that a component implementation meet the requirements of the ConstrainingType.
