If an administrator wishes to enable UserDir only in specific vhost(s), it must be explicitly disabled in 
the main configuration section. Otherwise, it will default to 'public_html' and apply by inheritance to all 
vhosts in which it is not specifically disabled.

While this behaviour might not strictly speaking be a bug, it ought to be clearly documented.
