[CI] Pin Miniforge to fix Windows initialization (#37)
Windows CI fails with Miniforge 26.9.4-0 during `conda init --all`,
reporting `needs sudo` for `Scripts\conda.exe`. The retry then fails
because the installation directory is already populated.
This pr pins Miniforge to `26.7.2-1` in both the CI setup and wheel
publishing actions, including their retry steps, following
https://github.com/IntelPython/dpnp/pull/3119.
