### Environment

* Dubbo version: 所有dubbo版本都存在
* Operating System version: mac
* Java version: 1.8

### Steps to reproduce this issue

1. 使用dubbo-ops禁用provider，客户端仍然能调用禁用的服务

我已经check是dubbo实现的Bug, 会尽快修复。

Pls. provide [GitHub address] to reproduce this issue.

### Expected Result

1. 如果只有一个provider，禁用后立即生效，应该找不到服务
2. 如果有多个provider，会自动找其他服务调用，除非重新启用服务，否则会忽略禁用服务

### Actual Result

1. 禁用的服务持续调用
