Public Network broadcast_domain_type is overwitten when adding VXLAN guest traffic type

Hi All,

I've added a bug for VXLAN to JIRA - CLOUDSTACK-7157<https://issues.apache.org/jira/browse/CLOUDSTACK-7157>

If I add a guest traffic type of VXLAN it changes the Public network to using VXLAN as well (regardless of what you have previously set)
