   There was another issue recently where a host was unreachable and the entire query would fail.
   
   High-level design sounds good. With Jackie changes to computing routing tables dynamically, this should be possible. We currently use live instances to compute the routing table. we can change it to liveinstances - badInstances. And badInstances is computed in the background periodically/based on response
