VCL-23
Added Windows_mod.pm. This contains several new subroutines and is in line with the OS modularization design. It will eventually replace Windows.pm once it has been fully tested.

Added:
    incubator/vcl/trunk/managementnode/lib/VCL/Module/OS/Windows_mod.pm   (with props)
