applied, with some changes:
- I renamed it "dependenciesAsLibraries", which I think is more accurate about what it does
- I defaulted it to true. I've never encountered problems, even with web modules, and I'd like it to remain consistent with prior versions and the M1 plugin. Perhaps if we get specific cases where it is a problem (eg web modules), we can disable it for those.

Interesting about it being undocumented. I'm pretty sure that earlier in 4.x you used to be able to add a library from this dialog, but that setting certainly seems to have disappeared from the GUI.
