Committed alterColumnNotNull_v3.diff to the trunk as revision 437215.

Marked issue resolved and cleared Patch Available.

I still need to write a Release Note for this issue, to alert users to the new feature.

I also will open a new separate JIRA issue to cover updating the documentation
for the new feature.
